Can I send a push notification from a workflow?

Yes. In the workflow builder, add the Notification step, Send push notification. Notifications are delivered according to the recipient's notification settings in the app, which offer in app, email or SMS. In app notifications show in the notification bell, so the person needs to be in the app to see them.
